The reason Paul is wearing tracksuit bottoms is because his clothes were drenched when the travellers stole the lead off of the school roof, and water gushed in right where Paul was sitting at his desk. Bad luck, really.

This episode seems to have used a relatively unknown word like "skag" to describe Travellers and gypsies in general, but I haven't come across it anywhere else. I can only assume that the producers of Waterloo Road were trying to sound offensive without actually being offensive. But they may have coined a new insult, without realising it.
