No, what he does is put the city and people first before a family of monsters who always falters. Since Klaus can't beat the nightwalker vamps he kidnaps wolves to make into hybrids, how did that work out for him before? Hope is in trouble because Klaus is always messing with someone and his past always comes back to haunt him and his family. He just made an enemy of the wolves again.

oke but thats not the full story,when klaus left new orleas he left marcel in charge so it was never marcels city he just left him to stay in charge untull klaus got back so marcel never realy had a legit claim over the city,in a way when marcel refused to give up new orleans he betrayde klaus he should have said oke welcome back klaus i gues il be a nofficer again. shure marcel doesnt have to do that but wel if you dont there wil be consequences. if you have a company and you leave for a while leave someone as second in command and you come back and the refuse to give you youre company back ya thats not good.
