Because marketing. Tien isn't appealing and the writers haven't cared about him in over 30 years. People want to play characters they think are cool and Tien just doesn't get any love. I play him because personally I think it's hilarious to be able to turn Chiaotzu into meat paste on command and he does outrageous damage besides.

But also, when is about DBFZ , Tien is the literal representation of "high risk, high reward" and that's good, but also there are many characters that have all the reward but no risk. Why choose Tien when there are characters that can do what he does but even better and with no risk?. I love Tien, he is one of my favorite characters in Dragon Ball and used him a lot back in Budokai 3 even. But he is always overshadowed by the rest unfortunately.

You forgot Ginyu or 17. 17 is the most versatile character so he is top 5 worthy just off of that alone.
