Thats why removing this distinction officially won't change the prices difference between mature and non-mature estate which will still exist. Saying Punggol also faced same issues when it just started only shows MND have not learnt their lesson from Punggol when releasing Tengah.
True e.g. immature Kovan BTOs can cost almost the same as those in Bidadari, while Jurong E & Tampines BTOs cost about the same although 1 is mature while the other is not. Actually I even forgot that Jurong E still has land left to be able to build more BTOs as I hadn't seen any BTOs there for almost 20 yrs (excluding those in Teban Gardens)
Punggol (2001) was almost desolated. However, it was resolved quickly. No compliant of on the built quality. Now, built quality of the newer Punggol (Northshore) is not ideal, too many defects. HDB should enforce on the contractors, builders adhere to the strict quality assessment. Tengah now. Is the CCS designed to withstand the heavy usage loadings? Is the pressure used for testing of the chilled water into the blower unit sufficient? Any isolation valves for the inlet and outlet for the chilled water line into the house?
I signed for the aircon system as promoted by the sp there. On signing I have not signed my lease. With a number of issue reported . I wrote in but was told to pay a penalty. I was telling my house only ready in 2025 therefore they should be able to give an exceptional. But yet they still sent me a mail to send me the amount to pay. I think if they should solve their problem first.
In late 1999, my family moved into Sengkang. Thankfully first batch of Sengkang residents were moving in since early 1998 so by late '99, the buses were running and Rivervale Plaza was up. First batch of Tengah residents probably had to endure longer wait time for their flats cos of delay due to covid. Probably by end 2025, Tengah should have more amenities.
With regrards to the shopowners not getting enough business, isn't the simple solution to give rental rebates to them as an incentive? Where is the common sense in all these highly educated town planners?
Teething problem at Tengah? Having a mini swimming pool inside owner unit isn't a teething problem! And why don't tell the truth as to why chill water system does not function well in such residential setting vs in a commercial setting? If the resident know the truth, everyone who signed for the system would back out! In other countries, Landlord HDB and SP installer of aircon system would expect a class action suit!😆😆😆😆

Should residents blame themselves having too much faith with HDB or government?

Tengah new town should have better insulation and estate ventilation design. We could use double layer tempered glass heat insulation. Add humidity control climate system. (Central Chilled Water system is different Design model and is used mostly I commercial settings) As for logistics, new Greenfield sites especially a 80% pedestrian society is the URGENT NEED for Bus, Mini Bus logistic system. As for commercial, pre planning is needed. How you manage opening of shops, market and residence. How come after years and years experience, we still face this puerile issue in the South City. 🥺💣🤚

Be clear how the grouping and taskings of other agencies are keeping up with the various deadlines, and be more forthcoming in dealing with enthusiastic residents, with accurate information than just trying to please them with early acceptance (oh, the government wanted to ...). C'mon, things are not even properly tested and certified, both inside and outside the home units, yet cleared for people to move in.

After decades of launching new towns, the HDB is still clueless about the whats and hows etc. It indicates a serious failure in its leadership together with MND. Maybe the rookies are placed in charge, therefore the lack of co-ordination with the various agencies involved, or the cynical conclusion that they simply don’t care because they don’t live in the HDB towns to experience any of the problems. Let the problems continue to roll and snowball over, we’ll get some more noises from the residents all over the country.
