The very first line of the afterword from from the first book is, and I quote, “Aren’t garter belts just the best?” She then goes on a little later to say how, “sexy and cute,” they are. So yeah, she definitely has a thing for them, and that’s why that scene is in both the book and the show, just to make her happy.
