I've always wondered if when discovering cheaters instead of banning them right away you could instead like set their damage output to 75%, weaken their loot tables, consume their tc resources faster and auto delete their entities after 4 hours. Idk, something like that, but it would cause them to waste so much time without knowing it that the game wouldn't be fun to cheat in.

Being a previous cheater ( 1k+ days not cheating ) people turn stashes off because of admins. Often times esp is really detailed in cheats, allowing for you to turn on and off different aspects. Ex chests, stashes, bags, tc, players, ect

Do your speech about cheaters, say something about "I'm going to remove your base" and just start blowing it up. When he laughs and says it's not his, act like you've got the wrong base, and that you don't know what you're doing. Then, as they're acting all high and mighty, move them to their base, and rocket the shit out of it.
