In neap tide both sun and moon attracted water on different direction and centrifugal force also apply when the low tide come on this condition

In Perihelion earth is closest to the sun (3rd January) and in Aphelion earth is farthest from the sun (4th july).
Then why it's cold in January and hot in July and not the opposite
