For those playing this game now....for the cloak, after hours of trying as a low level....call in a raid!....it keeps most people busy while you focus on the guy with the key
getting the last piece of the set isn't quite as easy as you described it, it requires a lot more power than just being able to arrive to england. i spent an hour picking at their forces 1 by 1 abusing the nearby bushes and get oneshot every mistake, please for the future note things like that since it's quite annoying going through every other piece of equipment to reach the last and have it be impossible to obtain.
It's impossible to get the cloak for me. I can fight and kill these guys but there are just too many of them and the dude with the key is in a barred house so I have no clue how you snuck up on him and assassinated him.

Ohh when I tried it it was pretty easy, got it really quick, but it can ofcourse depend per player, strategy and playing style.
