Maybe there is rebar hidden in the slab but I tend to doubt it. It looks too thin, and it would have to connect to the slab at the top. But, it's hard to tell from the tape. But again, at the very beginning I think you can see some of the ends of the wire mesh sticking out from the sides, and I tend to doubt there would have been room for both mesh and rebar, and it does look kind of skinny. You hate to diagnose from an armchair, but it does look kind of skinny, with no signs of rebar that I saw.

What are the standard measurements for concrete steps ? They should be 10 to 11 inches length by 7 to 7 1/2 inches height. One brick is 9 inches long. I wear size 10 1/2 shoes. It will be not safe to walk down the steps because 3-4 inches will be off the steps. So anybody can have a bad fall off the steps. Proof me I'm wrong.
Unfortunately, if someone tried to carry a heavy object up those stairs that thin concrete ramp could fail. The bricks do not add to the stair's structural integrity. Also, stairs have to be built with equal treads and risers otherwise they will have a built-in tripping hazard/ Not sure if these men are doing the work "by eye". All the added bricks and mortar means more deadloading on that concrete ramp.
I can surmise from the rough looking brickwork and concreting that these men are self taught - they are trying their best. I'll bet if they had proper training and knowledge they would be the best top tradesmen.
Why waste all this time and effort when the stairs could have been pre-cast with tread and risers already set out??? Maybe I'm being finickety, but I notice that the grooves in the bricks don't all run parallel in the treads and the side of the stringer is in and out. Definitely not the best example I have seen.

изначально в по проекту это пандус)))
тут с опалубкой проще . а ступеньки доложить кирпичом - простая задача.

Its not strong enough to build a stair case, cement slope made is very thin no support too.
