I use to work doing that & it's rare that the driver gets off...there were times when it would be 2 hanging in the back but once again it's rare...i believe it all depends on the route they put you on...
No the city does not give them out. You have to buy them; a package of 10 bags costs $7.50. The money goes to the city. The city will not take your trash unless it's in those bags.

Guys are working hard, but little regard for safety. One slip and ... Backing at speed with loader on riding step - scary. Loader holding backs while blade is curling. Shouldn’t be able to do that. Truck backing erratically towards loader and he isn’t even looking. No spotting for backing the truck. Loader has no safety shoes. Beacons aren’t switched or even working. Obviously double-siding and zig-zagging. Rules are in place for a reason. Make a good safety video. Hard working loader though.
