Obvious spoilers, but the film takes place before dawn, and the film ends directly at dawn with the sun rising and the missiles streaking over the sky, proving the main character correct as multiple "flashing lights" start erupting, signaling the detonation of the warheads. "It's darkest after dawn" fits with the ending of the film and the song. The world is ending, the narrator of the song is close enough to see the "flashing lights" of nuclear warheads in the distance. The film ends during the dawning of a new day, but the world literally ends on it for those on "Miracle Mile", and the world will forever be dark after this dawn.
