Hi, I have a question, how do you make it so Luffy and other characters have such a low special move cool down at start?

You could make a guide on how to do various things inside battles and outside battles (example how to get bounty)

Ok so some characters are boosted in tm/kizuna and other events. In this case the Psy strawhats are always boosted and get -5 cool down. I always tend to use them now so I'd probably get them to max LLB since they're pretty decent units.
