“Huge Victory”: Black Farmers Hail $5B in New COVID Relief Law to Redress Generations of Racism

  • A major provision in President Joe Biden’s $1.9 trillion COVID-19 relief bill aims to address decades of discrimination against Black, Hispanic, Native American and Asian American farmers who have historically been excluded from government agricultural programs. The American Rescue Plan sets aside $10.4 billion for agriculture support, with about half of that amount set aside for farmers of color, and allocates extra federal funds to farmers who were “subjected to racial or ethnic prejudice because of their identity as members of a group.” The U.S. Department of Agriculture has faced accusations of racism for decades, but little has been done to address the problem of discrimination in farm loans. John Boyd, a fourth-generation Black farmer and president of the National Black Farmers Association, says the new funds begin to address issues he has been fighting for 30 years. “This is a huge victory for Black farmers and farmers of color,” says Boyd.

    As a 4th generation small farmer, I commend this work. I’d like to add that there is a systemic problem discriminating against all small farms now, regardless of color. This is happening worldwide. Big corporate farming, lobbying by big chemical manufacturers, and their subsidy, is destroying the history of all small farms, biodiversity and our country’s food independence. Like in every aspect of our society, big corporations are profiting through monopolistic legislation at the expense of the people. This is not racism, democracy or capitalism, this is corruption and socialism for the mega rich. Save biodiversity by saving all small family farms.

      @@james_chatman Your point has been the source of my biggest concern. I can’t square the fact that farmers support legislation and politicians that hurt us. Cognitive dissonance to the max! My biggest losses happened under the Trump administration with no real sign of recovery coming. Small farms are being bought out by corporate farms or housing developers while prices drop so low you can’t cover operation cost. Yet all the farms around me have signs in their yards supporting corrupt politicians. What hurts even worse is the vilification of all farms by the people seeking equality and justice on the Left. The people need to come together across the board. This is an issue of money not just race.

So, out of pride or spite they cut their own throats. I doubt most comments on here are from people who are farmers at all, so they are ignorant to all issues agricultural. It's ironic that "woke activism" is pushing legislation that gives power to corporations who are the biggest proponents of "racist" (actually poverty) exploitation.

      There is absolutely, but it's important to recognize that a black farmer will deal with everything mentioned on top of the systemic racism they have to deal with. There are more obstacles they have to face. NO farmer should have to deal with any of these problems that the industry is putting them through, but I'd definitely say being a black farmer in an industry that is dominated by 99% white farmers is probably pretty miserable for Black Americans by comparison.

      Good intentions but many of those farms are now non operating and their descendants have died moved on although the land is still owned by the families. The damage is done. We need full blown reparations package for foundational black Americans.

      There actually wasn't any racism.
      Yes minority farmers on average recieve less in Usda loans. This is a true statistic that they use.
      The facts are also that on average minority farmers own less cultivation land, so therefore on average the return in investment isn't as high as the established larger farms, which leads to less output for the loans. It's not racist, it's just math.
      However, when you then send an unearned 5 billion $ to a select racial group, and discriminate others based specifically on race...... that's RACIST.
      ... ignorance makes you the bad guy.
      There are thousands of smaller white farmers that don't get the high loans either, because they're in the same situation as the majority of the poc farmers, and they now see others getting unfair free handouts because of the color of their skin.

      There are over 20 billion dollars going toward Tribal Governments, small business rescue, services, Healthcare (IHS), covid crises and farming. I'm a Native farmer and I will be getting help from all this as my co-owned co-op business has suffered during the pandemic. Black communities and farmers also need 20 to 30 billion to assist their communities.

    My dad often passed over for USDA farm loans, he no longer tries. He says local usda and farm bureau have an insider outsider ring. Insiders, often the larger farmers and friends within those agencies help each other out with the best rates, best berry ratings, and looking the other way over violations. Thing is, as part of the same marketing order, he pays in for the same services. My dad too is a sharecropper. Thx farmer Boyd for speaking out.

    Lindsey Graham need to be sat down for many reasons!! This bll is long overdue. It has been known the blatant discrimination against black farmers. My grandfather was a sharecropper in the South. We in the South are very aware of their methods to withhold funds from black farmers, even taking their lands.

    I hate to break it to you guys, but this is not going to solve the problem that so many black people have lost their farms. In fact this money is not going to those people who have lost their farms. Rather, it is going towards those people who did not lose their farms.
    Furthermore, it doesn't address racism. The problem is they aren't giving out enough loans to Black farmers. This is a loan forgiveness program so in order to qualify, one would already have to have a loan. This isn't helping the people who were discriminated against it's helping people who were not discriminated against.
    It makes more sense to give the money to people who did not receive the loan and lost their farm.

    The number of farmers per race compared to percentage of U.S. Population.
    Latinos (Mestizos/AfroLatino/Indigenous/White) 112,451 farmers…Population of Latinos 18.7%
    Native Americans 58,199 Farmers…Population of Native Americans 2-3%
    Asians 22,016 Farmers…Population of Asians 5.8%
    Blacks 45,500 Farmers…Population 12.5%
    Native Hawaiian/Pacific Islander 3,018…Population 1%
    White American Farmers 860,000+…Population 59%
    So basically White Americans are 59% of the U.S. Population but make over 90% of the Farmers in the USA which is due to obvious racial bias for Whites who got the bulk of loans and subsidies and benefited from easements that took land away from Natives, Blacks and Latinos. Discrimination from the USDA, Ag Department and Interior Department toward Minorities go back 150+ years. The USDA owes all Minorities over 100 billion in loans, subsidies and land buy back programs.

    Implement organic hemp as a new cash crop for farmers. For textiles, crete for drywall, etc etc. Also, license and regulate high grade organic marijuana with a 3-5% sales tax for all states. Implement an organic foods and organic sustainable farms act for farmers to consumers. Tell Monsanto Ag Sec Tom Vilsack to get on board or campaign to get him replaced. No more fairy ghost of Jesse Helms. lol

    I have always spoken out openly against this problem over the years, it is gravely overlooked in the agricultural sector. Institutional racism is painfully evident in agriculture, especially in Kentucky where I currently reside. I'd love to meet Mr. Boyd someday. We 100% need more black-owned agriculture! Only 1 and a half percent of all farms owned by Black Americans is pathetic and telling of what's really going on behind the scenes.

So this is about fixing the system and in no way oppresses others. Every single farmer in our country should have what they need, Every one. B.       Most importantly, No one in our country should do with out, should be worrying about making ends meet. We have enough! We have plenty. Our problem is distribution of wealth, not lack of it.

      The "Justice Bill" being worked on in Congress with Biden support would transfer up to 32 million acres to Black Farmers.
      The 32 million acres is nearly seven times the 4.7 million acres now in Black Farms. This bill targets Black farming families who have been discriminated by the Feds. The only concern is that the Republicans in the Senate will try to stop this bill so Black activist and human rights advocates have to get on the Senate to pass this bill.

      There actually wasn't any racism.
      Yes minority farmers on average recieve less in Usda loans. This is a true statistic that they use.
      The facts are also that on average minority farmers own less cultivation land, so therefore on average the return in investment isn't as high as the established larger farms, which leads to less output for the loans. It's not racist, it's just math.
      However, when you then send an unearned 5 billion $ to a select racial group, and discriminate others based specifically on race...... that's RACIST.
      ... ignorance makes you the bad guy.
      There are thousands of smaller white farmers that don't get the high loans either, because they're in the same situation as the majority of the poc farmers, and they now see others getting unfair free handouts because of the color of their skin.

    How is this a huge victory? There aren't any direct payments only debt forgiveness from USDA loans that were already redlined and predatory. There's literally no net positive even you have a loan forgiven. And if you didn't have a loan, there's nothing but "technical assistance, outreach, education and training" for us. We need to do better than continue to be conned.

      @@Black_2_Def I pay Federal and Tribal Taxes on the Reservation, and I pay county, city and state taxes when I do business off of the Reservation (all Natives do). Casinos are a charity business that is owned and operated by Native Tribes, and the profits are used to invest in infrastructure, education, healthcare, social services, programs and small business development.
      BTW, all Tribal owned companies such as Casinos, energy production, agriculture, tourism etc. were able to operate because the Natives fought for the right to operate businesses on their own lands. The little benefits the Natives get from the government is due to treaties for the loss of 97% of all lands, resources and the hijacking of our trade routes, wealthy farming, medicinal and cotton base etc. The Natives had to fight for the remaining lands they have. That's not much so stop crying!

    I didn't live in the Town or County I call home when God told me about the day now known as 9 11 01. I lived in a Neiboring county and state. They heard something and thought they could take it from me. I didn't have to go looking for any man to write the story to. He came to me to talk about another snipit in the same story. But God had more to tell him than just a little bit.
    By the time I get home, wasn't nothing here but Mexican slaughtering cattle they been doing that since I was a kid, probably before I was born. We use to have to hoe weeds in the fields while my uncles were farm hands. But my dad wasn't a farmer. He was a rolling stone. There are very few farmers in the area now. I probably went to school with them, I know I did go with 1. Some of them died for whatever reason. I'm just laying down waiting. Kinda recovering from a stroke I had 21 years ago.

    So black farmers get their SBA loans forgiven. In order to receive this reparation, you had to be a black farmer who qualified for a loan and were granted one. I would like to see how many loans are forgiven and for how much? It is hard to applaud the theory without knowing the details.

    can someone explain to me this usda thing? to my understanding they are responsible to give out loans to farmers? but is this like every season they suppose to give it because of farmers running very thing margin, and if they don't sell all the crop they have to money to plant for the next season? or these usda are like business loans for start ups? thye give it to you once and u have to do everything u can to make ii solvent, if weathers destroys out ur crop or any natural disaster it's pretty much tough luck? im very confused with this loan system, I come from family of farmers(not a large scale it was more of a family sustainability and not to live in a store like in todays age) but not in US and my family never got envy loans

    Good intentions but many of those farms are now non operating and their descendants have died moved on although the land is still owned by the families. The damage is done. We need full blown reparations package for foundational black Americans. Graham is right, reparations should be a separate issue all together, not stuffed in a COVID relief bill.

      @Mike Agreed. One of the great accomplishments of American democracy was the 14th Amendment and the 1964 Civil Rights Act which mean the government is not allowed to treat people better or worse based on the color of their skin.
