Home on the Range - awesome! I had no idea music sirens were a thing, and by Yamaha no less. I hope someone saves a few of these units for museums or traveling exhibits!
toge no wagaie, or home on the range, was intended to be calming. it talks about, well, being happy with living on a home on the range. it might be sad in the aspect of, well, it sounds nostalgic and fond. probably not intended, but i suppose it's a counterweight to the happiness. fond nostalgia.
there's evidence the old gen 1 music siren that used to serve in hamamatsu played home on the range. and though it's lower pitched, it sounds like it's using the same chords. so i'll bet the gen 3 (or modded gen 2) playing home on the range during its final days was a way to pay homage to the old music siren, since now it's rusted beyond repair and will likely never work again. hamamatsu's gen 1 playing home on the range: th-cam.com/video/5HEeIMcr9bo/w-d-xo.html
Although currently awaiting repairs, Yawatahama’s example is still regularly used. I wouldn’t be surprised if it was out of service for a couple of months though as they have to make the parts themselves since Yamaha cut all support in 2011.

That music used to be our school background music during lunch break
those sirens are for some of them as old as WW2 and were used to prevent raids, but they changed their use after the war :)
Something about this song makes me calm but it makes me sad too
