The reason why Stand of RHM is weaker in this timeline is because Henry never defeated them, and therefore he had no chance to grow, nor did his emotions/desire for revenge against Henry spiked! So in the end it's not the lack of augmentations that defeated him, it's the weakened spirit (literally!) that made his Stand weaker!
