Running rough like that would suggest either a sticking float or needle valve, bent needle? Bad fuel...... Either way best thing to do is always take the carb off give it a strip and clean and a good blow out make sure everything is as it should be.
If its been sat a while with older fuel in it and it ran fine before, I'd bet on gunked up carb from fuel going off or varnishing. I've had it a lot with modern petrol *especially* with cheaper petrol, my 4 stroke small engine got clogged up constantly from the cheaper fuel clogging the needle in the carb. I'd start with looking at the carb needle for anything blocked, then investigate the rest of the carb. I solved mine by stripping it down and giving all the parts a soak and blast with brake cleaner then rebuilding and its run smooth ever since. I'd highly reccomend sticking with the better E5 fuel. Sounds like its close and really wants to run, but just not quite there. Give carb a quick clean and replace old fuel with some nice new quality fuel and see if it fares better. I really can't state how important the better fuel seems to be on older engines. Good luck!

Maybe float issue, or a stuck needle jet. Taking the carb off seems the only right thing to do.

Could be excessive wear in the carb- might need re- bushing.
s it an automatic choak? Otherwise you need to pull out the choak button fot a cold start

Your engine fan is on the wrong way mate turn it around it won’t cool the engine otherwise
