Not in Canada.
In the US all Asian arowana are illegal without a permit. In Canada this isn't the case

Don’t you risk poor genetics when you breed fish that were purchased at the same time, from the same seller, from the same farm? I mean, isn’t there a strong possibility of in breeding?
can they get pregnant on their own without mating don't they store sperm from the last time they matted it and if they feel like it's a good time to give birth they will ?

Males have a modified pelvic fin called claspers. If you Google Ray and Clasper you'll see photos.
