That's because Locrian isn't a tonal mode, it's dronal, and thus doesn't quite work in Western music's harmony based system. Very beautiful and mysterious on it's own though.

In Indonesia, Sundanese music (from Sunda region) often reminds me of Japanese melodies. I can't read music at all, but I wonder if Sundanese music shares a similar scale to iwato.

Play an Iwato scale of the perfect 5th over any Maj7 chord. So if you have an Amaj7 then you play a D Iwato and it sounds great. my theory isn't that great, but any Maj7 you start the iwato scale from the 5th and it works. if phrased right it doesn't matter the context.
Thank you for the suggestion , but if you have Amaj7 then you play a E iwato not the D otherwise it's the forth not the fifth as you mentioned if you still want play it on a D, it's a Maj7#11 but we need the minor 7 to bring the same tension as Iwato do , my suggestion is to play over the 7 "Locrian bb3 bb7" mode degree of the double harmonic Major scales or chordal voicing Over the the fifth wich is E13b9
An Amaj7 is A-C#-E-G#. Playing the iwato of the perfect fifth gives you E iwato which is E, F, A, A#, D. In the context of the Amaj7, your E iwato scale essentially constitues the R, b2, P4, P5, b6 in A major, and you get the 3 and 7 from your chord: 1, b2, 3, 4, 5, b6, 7. This is the double harmonic, or byzantine scale. The reason it sounds good is because you're playing a different scale

Sundanese don't use Iwato scale, but use hirajoshi (sorog/madenda), ryukyu (pélog/degung), and in (saléndro) scale
