When the budget has been kept under 10 billion US dollars, this may spark a renewed interrest for others to host the sport. It will no longer be seem as a impossible game
It may depend on how much Paris 2024 costs as well. If it goes way over budget then Tokyo 2020 will be viewed as a one off. It might change the game but it depends on Paris as well to make the games seem attainable again.
How much of their low costs were thanks to having so many already existing well-built "Legacy" buildings available? The overall cost would've been double (maybe more) if all of those buildings had to be built from scratch. I wouldn't call the Tokyo 2020 costs a one off, as any city that has already hosted the Olympics will always have a budgetary advantage over any city having to build every single venue from scratch; more now than ever, as the number of events (and venues required to host these events) keeps going up. This is especially true of cities that build quality venues the first time around, like Tokyo did. *cough cough Rio cough cough* If Paris can reuse some of their existing venues, it can potentially keep the costs down near Tokyo 2020 levels. If Paris has to build everything from scratch, it cannot possibly match Tokyo 2020's low overall cost. No first time host can possibly match that low overall cost.
Not necessarily, often times the astronomical costs are due to the construction of transport infrastructure, such as new airports, new train/metro/tram lines, new highways etc. Only a handful of cities have such infrastructure on the same level as Tokyo.
The architectural design is admirable. I like how Japan always looks futuristic but never forgets their heritage, and then incorporates that style into the design. It's great
