Too be fair, Hailey just believed in his skills and was expecting him to be good and so didn't think he could drown. The guy just broke up with her without even talking calmly. He just assumed that she "chose" Tony. Ok, Hailey is not honest, fine but she really did love Rocky, I guess she was just arrogant.
Conclusion, they were about to get married and yet the main issue is that they didn't talk honestly. If they talked first, none of this would have happended. I honestly hate that they replaced Hailey by Serena so easily.

Yes to be fair if you look at her behavior in this instance and as a whole she is unacceptable. Hailey pushed him in the water. Why even do that? She wanted Tony and him. Tony always took priority.
