Hailey not the sharpest tool and Tony took full advantage. The fact she went to visit Rocky's mom even though Tony was forcing her to hold out makes me think she's not all bad; she just let herself get used. Feel bad for her parent's as well, and I can only imagine them still trying to reconcile Rocky with their daughter in the end was out of sheer desperation even though they probably knew it was impossible.
What Hailey did to Rocky all those years to the moment she slapped him in front of hospital is just overwhelmingly bad.

being Tony's puppet make her lost her logical thinking.
i know she felt guilty, but she's always seeking Tony's (who's the one misleading her) warmth to make her forget about it and make her fell deeper.

she's so anxious about her relationship development with Rocky, even a slightest interaction between Rocky and Hailey are enough to make her broke down.

Totally agree. If not first time, then at least the second time Hayley shows red flag, OP should have broken up with her. But he waited to be betrayed 100-th times and then suddenly had a balls to stand up to her. I think if he was not simping, he and Hayley had a chance, but ignoring the problem and let it slide - the story shows what happen. And if he had acted in the beginning, even if OP and Hayley had not ended up together, there was a big chance for her to move on. This is my opinion for this story.
