I agree with you. And it’s also likely that Cleveland Browns would have again defeated the Baltimore Colts the following week to repeat as NFL champions in 1965. No guarantee, but likely.
I suppose Lombardi promised the referee a wood shampoo or an interesting car ride if he didn't call that field goal good. In the history of bad calls, that one ranks right up there.
I remember this game as if it was yesterday....and there is no way in hell Chandler's game tying FG was good.....even Chandler new it was no good...I'm not a fan of either team..
I was in 5th grade and still just a dumbass kid, but I was smart enough to figure that one out. That field goal wasn't even close. The Packers always got the calls; Lombardi made sure of that.

I’m surprised that the great Ray Scott didn’t tell the truth about Chandler’s botched kick at 1:42. “His placement curves between the uprights?” Rubbish Ray. His placement was clearly missed.
The teams wrote and/or approved the scripts on this. And not a word would have gotten past without Lombardi’s approval. Not saying it was right. But that’s how it was.
