To play devil's advocate here, the Chamberlain really was trying to save the Gelfling from his fellow Skeksis. Even though he wanted the Essence as well, he knew what the consequences were if they didn't practice self control, and paint it in a way that was not as evil as it appeared. It was the other Skeksis that screwed up and gave into their gluttony, to such a degree that the Gelfling turned against them in a short time despite nearly a thousand years of being in power. SkekSil did nothing (totally) wrong.
He was the smartest Skeksis. The others would have lasted longer had they listened to him, especially with Seladon being so willing to offer sacrifices. They had found a resource they could exploit for much longer than the Crystal and still messed it up (though considering Gelfling essence is meant to 'return to Thra', maybe drinking it would have still hurt the Crystal in the long term). I still think they're all evil as the gelfling are sapient and clearly are no less intelligent or worthy of personhood, so I can hardly justify that thousands of gelfling would die to keep a single Skeksis alive for eternity, especially since it doesn't seem like the Skeksis were doing anything the Gelfling couldn't have done themselves. But, I cannot say that if I was a Skeksis I wouldn't do the same. No one wants to die and the Skeksis especially were terrified at the thought of not having an afterlife. It's a deplorable thing to do but I can't blame them for it. That's why they're my favorite.
SkekSil clearly had a plan in which they would essentially farm the Gelfling. Keep them fed, happy, safe, and content while drawing off just enough of their numbers to keep the Essence flowing. Heck, they could easily convert the whole affair into a religious ceremony if given enough time. "Once every trine, our glorious rulers descend from the Palace of the Crystal to choose from among us (amogus) the very best and most worthy to take back to the Crystal where they may ascend and join them in an eternal feast."

Dark Crystal : Age Of Resistance. It's a series on Netflix, based on an 80's movie called The Dark Crystal. Sadly like most great shows Netflix cancelled it after one season, but I still recommend it as the last episode was still satisfying enough for an ending, even if it implied more was to come.
