I’m thinking Ghouls will be a full health support/VATS class. Vanguards will become meta perhaps. They’re making the game much harder - enemy weapons scale to 100 and many build will have low END. The healer builds may become a parallel meta. bloodied/low health will become a true glass canon that NEEDS support to do anything in raids or mutated events.
arent they changing how crits, luck and agility work in the next update? if u can no longer crit every other shot with 34 luck then it would make more sense. but as it is with just about everyone playing the meta bloody commando builds with 34 luck its a bit broken.

Also, unless the plan is to nerf the frequency of criticals, conductor does indeed sound completely broken. With a VATS critical build and a railway rifle, you're basically never going to run out of AP AND be essentially unkillable 😂
I'm so eye balling a rangers stack with polished on plasma caster. I did jump on PTS to check something and I'm glad you can throw a 4* mod box on 3* armor/weapons without needing to reroll the whole thing.
They should add as a fourth star a legendary effect called meltdown which would take inspiration from fallout New Vegas's perk meltdown giving plasma weapons a 20% chance to make a target explode and chain reaction other enemies.
Think about how people play, if you have a character that isn't tuned for crits you get a critical every 4-5 hits which is plenty of time for a big enemy to kill you, if you have a character that is tuned for crits you make a crit every other hit and have a fixer or similar with 2-3 AP cost so you never run out of AP anyway and only get killed if you get unlucky and an enemy spawns right behind you and shoots you, with a missile launcher or poison, before you even realize. I play a bloody commando tuned for criticals and this legendary just looks like meh, this is for somebody that plays a different style and puts this on a pepper shaker to deal with big mobs that would otherwise kill him.
Viper is going to be interesting paired with strangler heart armor. Any weapons used will deal poison damage and benefit from that 50% dmg boost. Super excited to see this in action!
I am a hoarder, and I expected at least one mod for carry weight. So I am going to propose 2 concepts: Hoarder: Add 20 carry weight per piece of armor (100 for full stack) (ARMOR, POWER ARMOR) Survivalist: Weapons, Food, Aid, Junk and Ammo weights are reduced by 10% (50% for full stack) (ARMOR, POWER ARMOR)
Actually... both of these sound awesome. Def should be added with the little "but" of max weight reduction of 90% with other stacks from 3* armor effects!
I solo earle in 1:52 that's including dropping down the mine shaft he dies with 23:08 left on the timer , no ammo glitching , no sneak glitching ect. If you can't solo the bosses you are a food build .😂😂😂
Ya it's not very hard for anyone to clear bosses anymore if they run a sweaty build. Hell, even I can casually kill Earle solo in 3 min with my commando build.

8:42 I can see that mod being good for nuke zones or if the Raids are irradiated. Being able to turn the little bit of rads you’re receiving for AP regen would be a nice trade
So Slayer's gives you 50% more damage against legendary monsters I am definitely putting it on my V63 Laser carbine it already has quad and explosive on it that would make it even more useful against legendary bosses.
Conductor and Fracturer seem like they'd be really good for solo-players. Even ones that don't run the meta builds of bloodied, heavy, energy weapons that tank my framerate. I'm working my way on a two-shot-explosive-swift lever-action sniper-rifle and a quad-vats double-barrel shotgun on my luck-perception-agility vats sniper main. Imagining either of those perks on either of my main 2 weapons, coupled with some of those new armor perks, it'll seem disgusting. Armor perks, I'm thinking of going full Ranger. I don't wear power armor and I'm not a melee guy, so unfortunately most of these perks aren't for me. I'm pretty much capped-out on all damage and armor perks otherwise. It's unfortunate there aren't that many legendary 4-star effects that apply to just armor; unless that changes, Stalwart caught my eye until I read "power armor".
pyromaniac's sounds kinda cool, if you keep some molotovs on you you can toss one into a group to do some extra damage for a bit. i like all the buffs geared towards non-vats because like you said i like to manually aim
There is a picture I saw of a new unique railway rifle with +25% critical hit chance but it seems to not be a 4 star effect so I’m not sure but it could be possible that they are adding critical hits outside of vats like older fallout games
If only Conductor's had an armor effect that had a high chance of weapon reload while firing. That'd be like the old school days of unlimited mag commando builds 😮
Wish that all of these actually had visible effects in game. There should be a visible modification to the gun itself, and a visible effect that it produces. So that you can tell exactly what mods someone is running just by seeing their weapon. Or by getting shot at by it.

This on a Gauss with legendary 2 explosive gives 3 hidden effects 20% and 2 x 15% bullets will explode and 4th star 150% currently not got 4th mod yet but already my gauss sits at 1030 base damage
Seems tk me like theyre trying to create an additional “legendary perk” slot via mods. A lot of these sound like they will replace an entire 3 star perk card
These are why they need to fix the module cost. If it follows the current trend a 4 star mod would cost 120 modules to craft, nobody is going to even attempt to make them at that cost, even the 60 module cost of a 3 star is too much hastle considering the new price of buying the modules
Why does it feel like the 4 star effects are going to turn the usability/power slope (from 1 star to three star) into a curve? At the moment, the first star effects are the primary drivers of desirability, with the two and three star options being less important. Even though the new build cost suggests otherwise.

you skipped "Fracturers" in the video. u went from Fencers to Icemens (Edit) nvm while u did skip it going down the list, u do show an assault rifle with that legendary effect on it at 13:39
I think adding any of these is a mistake, especially with everything else that's been getting changed and added. Maybe they should only add like 2 or three and see how that goes. Adding all these just sound like a crap ton of more grind for little benefit. I cant be the only one who thinks this. Reducing AP costs while in PA seems like the only one worth grinding for.

So many of these make huge ap cost weapons finally usable in vats. Ap cost will nearly mean nothing now.
On top of that, a bunch of weapons had their AP costs more than halved on the PTS

You keep relating these to to ops events, but I think they are oriented towards the incoming raids, where soloing won’t (Initially) be possible.

Bruiser's with Bully's for zweihaender and Pounder's for auto axe will be nice. Some of those vats ones are insane though, no way those go unchanged

Makes the weapon a boss killer. The 50% more weakpoint damage would be nice too. Just for regular mobbing

Full restore of health and AP on Crit? Yeah, nuts. I could see restore 5 per crit, but about all there.

If you have fallout 1st, you can set up a custom world with free crafting. This will unlock all the legendary mods.
