Universal Mega Movie Parade is Universal Orlando's new spectacular parade celebration featuring iconic movies like E.T., Back to the Future, Jaws, Ghostbusters, Jurassic World, Minions, Sing, Trolls, and Kung Fu Panda.

Yes, because you never know when some degenerate will try to climb onto the floats. Disney has similar security detail on their floats for this reason.

Disney isn't throwing this stuff away. They are cutting back in California because they do not know what the union contract will look like and a new CBA is retroactive. When you do not know how much entertainment will cost, it is hard to plan. So while negotiations happen, they cut back to avoid retroactive payment and to make sure they have full flexibility of scheduling because other cancellations in the future will be controlled under the CBA. Universal has done the same kind of things when groups unionize. Standard practice.
This parade is also temporary for Universal and will end in November. It is quite likely Studios will see some major cuts next year to its budget and staff. Many will move over to Epic Universe and they will not immediately replace staff since surveys indicate most of Epic's draw will come from Studios and IoA. Universal's worst fears are likely happening. They were hoping people would extend their vacations or take a day from Disney or SeaWorld. Surveys indicate they won't - so if they were planning two days at Universal then they still will do just two days at Universal with one day at Epic and one day split between Studios and IoA. It does not appear that Epic Universe will move the dial much for overall attendance at Universal Orlando - just shift it. They expect massive attendance declines after it opens at Studios and IoA - with Studios taking the biggest hit. They will likely try to find some way to expand HHN to help make up some of the shortfall.
