    The future of relations between Russia and Europe are likely to remain adversarial, no matter how the war in Ukraine evolves. Yet what does a long-term Russia strategy for Europe entail? How should Europe, and its largest country Germany, view the challenge posed by Moscow?
    Max Bergmann will sit down with Maria Snegovaya, Jeffrey Mankoff, and Michael Kimmage, to discuss these questions and more on Thursday, January 30, 2025 from 4:00-5:00 pm EST. This is an online-only event.

    Do you think China, India, Russia or any other nation sit around and think about ways of containing the US and the west as a whole ? I just find this a strange conversation in conception. I especially question deliberate provocation with a nuclear power a strange idea. What happens when they get fed up with the west ?

      @ Do they have government and private sector funded think tanks that assist the government to undermine foreign governments as well ? I just find it odd to invest so much time and money into controlling foreign governments when America’s infrastructure is crumbling and there’s so much wrong within its borders. Seems misguided to me.

    How can you contain Russia or China while US only has 18% of the manufacturing output? While China alone has 1/3 of the manufacturing output in the world?

      By chipping away at its ability to project power. Russia isn't the Soviet Union or China.
      Look at Syria for example. The fall of 1 person nearly destroyed Russia's ability to project power in the Mediterranean and Africa...1 leader. And if Libya falls through its probably done.
      While the US and China have extensive tech sectors Russia has fallen behind. It is heavily dependent on oil/gas and military hardware sales among others. Military sales outside the country has almost fallen off a cliff and oil and gas can be sourced elsewhere globally.
      Russia needs to clamp down on corruption and kleptocracy in a why it has never done. The days of stealing from the state and it's people on exorbant levels needs to end. The money spent on yachts and homes needs to be spent on infrastructure and innovation to keep up. China used to follow the USSR/Russia but has now surpassed it.

      The US can easily out manufacture Russia. China is another story, but containment isn't really about manufacturing, it's about a lot of things, especially geopolitics and soft power.

Yes, you can and are making more right now, but if there was an actual war the US and Europe could ramp up production far beyond what Russia can. I'm sure Uranium and Titanium can be managed from places like Canada and Africa. It's unfortunate that this trade with Russia got completely disrupted by the invasion of Ukraine.

      they contain themselves by virtue of the fact they are only capable of "functioning" under authoritarian regimes. Russia is a sub $3T GDP shithole that spends way too much money on policing their own people and killing Ukrainians to the detriment...of their own people. China America, and the EU are the only actual powers, Russia could have been in the circle if only they played ball once in a while instead of being psychotic freaks that see bogeymen in their nightmares (see Stalin's psychotic behiavour throughout his entire life). Israel is made up of a group who's populace was slashed by 1/3 by 1946, and are essentially funded by the Americans, so they're not even an actual player, it's more that their immediate geopolitical opponents are so weak that they appear strong.

      Every country can be contained!
      Just the barrier required to surpass is different.
      In case of Russia, there is nearly no barrier (Russia has no good possibilities to retaliate).
      In case of China it gets more difficult, because China can not only retaliate, but may consider to contain you, if you dare to contain China.
      Israel is a very special case because of Holocost and a huge Israel lobby in USA. There is also not the point to contain Israel, but to change Israel's mind how it can live in peace with all arabs its foundation has replaced.
      The most difficult to contain is probably USA, because it is by distance military force No. 1 on this globe and also economically more and more on par with China the leading country. Containment of USA would only work if at least 95% of all countries on this globe would agree to this task. As most Western countries depend on US atomic deterrence for its security against strong atomic powers the chance to contain USA may be small, but an US president like Donald Trump may cause some US containment IF he does aggressively move against Europe.

    Decoupling is possible but containment is not possible, even if the West is so powerful and rich. In addition, containment has its own cost to the West.

      Decoupling and containment are basically the same, as decoupling is a weak (or in case of high export nation also quite powerful) form of containment (it reduces the contained/decoupled countries income, hence their capabilities/strength to act in a negative way).

    Much respect to Russian Federation from Slovak Republic! America just because the world is not your oyster anymore does not mean you can keep the illiberal world down. BRICS nations, especially China, India and Russia have something to offer to the world in terms of growth, lifestyle and prosperity!       I believe that America has a wonderful economy, human rights and a fantastic service industry. China also has a strong economy, work ethic and the largest military on earth, even though untested. Russia has a strong military which is experienced in Ukraine and previous wars, the most natural resource rich country on the planet and a major player in energy (oil, natural gas and uranium). India has the second largest English speaking population on the planet and is also very hard working. India probably has the most needs from the four but will be a force to reckon with in the near future. You can disagree but that is my opinion. The world has progressed but America still remains the strongest, just not as powerful as post World War Two. Indonesia is another fascinating country with an interesting future. These are my opinions and you can disagree but the world functions the way it functions. I do not personally have a magic wand which makes the world the way it is.

    Same old Western strategies . Russia is currently stronger than USSR ever was. Sanctions failed to contain them. Why not negotiate an everlasting peace in Europe, put down in a treaty? The West underestimated Russia and will keep doing so until they accept Russia as their equal. These nonsensical assertions that Putin will be overthrown and a new regime will come in and embrace Western democracy is idiotic.The symbiotic relation between China and Russia has neutralised most sanctions. You see, the lady did not know that oil and gas revenues only made up 28% of their budget.

    I think there two potential problems: one the status quo in the West, is about to shift, Trump is just the leading edge, so what 'Western values' actually means will be somewhat fluid and also the buy in globally on containing BRICS is going to be much harder than they proper;;y acknowledge. As soon as India didn't buy into the Russian sanctions it signaled that the West was basically isolated, still strong but fading and standing on shifting sand. They just assume that the status quo will continue more or less uninterrupted, its a failure of imagination I think. We will see but a lot of subconscious assumptions underpinning the analysis that are somewhat problematic for its validity.

    A good discussion, but a bit beside the point.
    Containment is a strategy of defeat. It's hard for the West, including the US, to maintain focus for 4 years, let alone 40, like against the Soviet Union.
    How about focusing on winning the present war? Because it still is winnable, as the Russian economy is careening towards a precipice.

      @@mat3714 Just think about this. In 1947, Kennan wrote “The Sources of Soviet Conduct“. Containment came into its own in this year. However, ONLY TWO YEARS LATER MAO ZEDONG ESTABLISHED THE PRC. are you fucking stupid?
      How is that a success for America’s strategy of containment? Was the goal secretly to contain something else than communism? If so, what was contained? I can think of nothing in the world successfully contained by “containment”. And, if you believe the collapse of the soviet union was due to this strategy, i have a bridge across the Atlantic ocean to sell you.

    It's too late in the game for any meaningful negotiations. The war is lost by Ukraine. Unconditional surrender is the only practical solution for Ukraine at this point. Hitler's Germany also refused to admit defeat until Hitler killed himself, then Keitel signed unconditional surrender. Post war settlement is Russia's business.

      You forgot the /s. Ukraine is gaining the strategic upper hand and is winning the drone war. The Orcs cant hold back the deep strikes to their infrastructure and revenue streams. In 6-8 months the old soviet vehicles will be mostly spent and artillery parity will have been reached. The depots are almost empty, russia should worry about China taking everything east of the Urals.

    Please people really you ought to stop talking about "rules based order". Everybody agrees there ought to be rules. Question is, who's rules?
    But there is also the matter of rebound to this containment strategy you are speaking off. First the damage it has caused to the west through the fact that Russia created new associations with states that west considers hostile. For example the issue with Iran's ambition to create a nuclear weapon. Then the cooperation with North Korea.
    But more important are the stresses this strategy caused between Europe and the USA. Look at the case of Germany which is going through stagnation, popular resentment, policy changes re immigration, collapse of the Scholtz government and many other issues. France, UK and Italy have similar issues. Look at the cost of energy Europe has to deal with. Europe has discovered her weakness. Russia will not even consider talking with the EU. They will prefer by lateral relations with individual states.
    Europe came to realization that they must develop their own security architecture. The new US government continues and increases this cleavage. Europe will be going through a major restructuring which does not help the alliance. In fact it may even destroy it. All this caused by the containment strategy. It could be said, America overplayed her hand in Ukraine.

      "Look at the cost of energy" - funny, I'm European and I haven't noticed anything. And the rules based order is basically not expanding your countries by force. There's been a lot of wars since WW2, and a lot of countries has done a lot of atrocious things, but the number of forceful annexations of territories has decreased significantly.

      No point. NATO is NOT a military alliance. It is a nice club, membership entitles a country to a nice flagpole at Mons and some nice postings for its senior generals on NATO's planning committees (so incompetent, they could not plan an orgy at Nero's palace in Rome).

      Because Russians treated as they deserve to be based on their consistent actions of destruction for 800 years who should never be trusted and always be defended from. Change your behaviour and maybe in some decades you can earn others trust again.
      How about a strategy where Russians go back to Russia, return the 20,000 kidnapped children, stop trying to genocide Ukrainians, stop lying, stop torturing Ukrainians, stop raping Ukrainians.

    There is a little lack of imagination here on fleshing out the idea of Containment. US can acquire Greenland and in return Russia can be allowed to acquire Ukraine.
