I didn't notice that till I saw this comment, but yeah the first two beats of almost every measure of this song shares a lot of similarities with guile's theme. The rhythm of the bass almost follows the same pattern as the bass from guile's. Also the beginning of the bassline and melody of guile's (after the intro) and this song both go down a 2nd interval and return to the same note. Likewise, I also think the might share the same scale pattern too. I don't know a whole lot of Music Theory, but both of the songs share a lot of resemblences.
