There are some massive details you didn't mention that I realized. You cannot use the copy paste at all, and when you go achievement hunting always quit out of the world and go into a brand new one, if not a lot of them will not work, including this one. I was at first using a map that I had already used copy paste on (cuz I was making a kill farm for the extinct achievement) and that caused this to not work. Just like how you need to start a new map for the pacifist achievement.
Thank you SO much for mentioning this, the same thing happened to me after I was farming for extinction
oh my god i have been trying for so long, hours upon hours.. IT FINALLY WORKED! all i had to do was adjust the tesla coil a little bit lol
lemme try it in 1.20
Edit: it worked, the whole achievement had me feeling like a mad scientist

if its not working just move one of the tesla coils a little bit and hold it there
I tried 3 times and it never worked -_-
Another tip to try if it doesn't work is unfreeze the Tesla Coils when everything is activated (e.g. generators, immobility fields). That was the only way I got it to work.

guys, the reason you are failing is because you are not using the propagation wires correctly, use the green ones and follow his exact orders
