Just to clarify, when they say "the World Government outlawed Rain Powder", they're not talking about Alabasta's King. The World Goverment is the authority _above_ the government of Alabasta, and a vast amount of other countries all over the world, like Drum Island (which is why Wapol was talking about it trying to get Luffy to spare him, since he is also under the World Government's authority, same as Cobra). And while afaik, it is never comfirmed, basically every location we saw in East Blue was under the authority of the World Government as well. That's also part of why the whole "Warlord" system works against Vivi's father: he doesnt get to pick them, _the World Government_ gets to pick them, so Alabasta's king has no authority over Crocodile because of that.
One of the best characters has been introduced, and I love that you immediately love him. Crocodile is such a great villain. Very James Bond villain too, doing things from within the shadows. Also, favourite scene in these episodes is still heat exhaustion Chopper sitting in the perfect place to get "fanned" by Zoro's weight training. Love it.
Smoker disliking the Warlords makes sense even without the knowledge of what Crocodile is doing, once you give some thought to what the warlords actually are. They're notorious pirates who are given amnesty from their past crimes in exchange for doing the World Government's bidding. So for someone to be a Warlord, it's a safe bet that they're already responsible for a lot of suffering that the World Government has simply overlooked. So if there are marines that have a real sense of justice, it makes sense that they would dislike the Warlords on principle.

It's implied that the "King's Miracle", the rain falling in the city where the King resides, _is_ a natural phenomenon that has nothing to do with the Rain Powder; it's most likely the reason why the Royal Palace was built there in the first place thousands of years ago, when the country wouldve first developed (basically the same logic as real life civilization growth). The presence of Rain Powder in the capital _and_ the palace is only there to arouse the suspicion of the population, who have been spending years at this point suffering from terrible droughts (similar to what triggered the French Revolution in real life). Vivi _knows_ for a fact that her father is being framed, and she _knows_ through Igaram's (and her own) detective work that Baroque Works was involved with the frame job. That's in fact, the reason they infiltrated BW in the first place: all they were missing was the identity of the man in charge, Crocodile.
I _so_ figured that you'd feel that way about Ace, lol. 😆 Something interesting to note is that the anime has him sticking around with Luffy's crew for a bit longer, but the reunion between brothers was far more brief in the manga. Originally, they went their separate ways after Ace destroyed those BW ships, but I guess the anime staff were quite aware of his prior popularity and decided to milk it for all it's worth, heh.

Also you somehow got the entire plot explanation wrong lol, that's not what she was saying she was saying what gives him(CROCODILE) the right to do this? Not her father, she said multiple times her father had nothing to do with this, he's just being framed by Crocodile. Also it wasn't her father or her government that outlawed the powder *the world government outlawed it* as in a government that *rules the entire world* the government that controls pretty much all countries and also the navy. In the world of One Piece the whole planet is technically ruled by 1 singular government, it's not complete dictatorship but it's not super democratic either. (P.S none of that were spoilers but just things you missed or misunderstood.)
Rest assured, Ace is untouchable. In fact, one might say, He's too hot to handle!LOL! Before you cringe in the comments, I will point out that despite having no kids of my own, I am legally old enough to make "Dad jokes".
