I watched a guide prior to giving a shot myself, they recommended 2-3 rounds of tempering/normalizing to soften the metal, and then to quench/harden it. Although that was specifically for knives, it may be different for axes as they need to withstand different stresses.
Чому не вистачило духу довести до пуття "магазинне" топорище?...Важко було пошліфувати його наждачною стрічкою, щоб надати анатомічну форму і покращити дизайн? Через це сокира має вигляд знятої з "Пожежного щита" якогось колгоспу.....Дизлайк.

From what I remember, you need to harden the steel axe, then temper it to prevent it from breaking
