It's a huge generalisation to say tourists totally can't walk around in Johannesburg. Yes, they can - just keep to safe areas. Even first world countries have unsafe areas in major cities. It's not unique to South Africa. To say it's not safe to leave the airport if you don't know what you are doing is just false.
