The author of this is Fuminaki Maruto also known for White Album 2 which is one of the most famous romantic works of all time. I think if you want romance then Season 2 will be more to your liking.
Though the setup is harem. It's also setup that Kato wins right from the get-go, i mean the story starts with MC literally getting inspired to make an entire game for the girl he had the "chance encounter" with. Also at volume 12 MC confesses to Kato.

I skipped the fanservice eps for s2 cos they were boring and when i saw the first ep was like this super normal looking girl is better shipping material than the other ones.
