First, if you using a Generation 2 VM, having to add a TPM option, and if not, showing the error that windows' system do not suit basic needs. Second, while your boot windows system, you need to continuously press any button on the keyboard immediately within one second before showing any words on the screen, otherwise the system must be wrong. Overall, these are my experience at this time. I hope everyone can be solved, good luck!🥰

OMG! Simply hold space button down before pressing start. Also, going under action and selecting restart helps. Holding space button then pressing start did it for me.
This fix didn't work for me. I made the change in settings just like you did. I then went to hold down the space bar before starting the vm. The space bar happen to start the vm. Then I received the same message again. I am using Hyper-V on WIn10 Pro Version 22H2.
The "real" solution is that you have to use delayed start so you can have time to press a key. Here is a solution for you having bootloader failed issues Steps to Enable Boot Delay in Hyper-V: Open Hyper-V Manager: Launch Hyper-V Manager from your system. Access VM Settings: Right-click the desired VM and select Settings. Configure Automatic Start Action: Navigate to the Automatic Start Action section. Set a startup delay (e.g., 5-10 seconds). This creates a brief pause during the VM's startup process, giving you enough time to interact. Restart the VM: Start the VM, and during the boot delay, press the required key (e.g., F12) to access the boot menu or interact with the setup. (in my case i installed windows server 2025 with hyper-v and tried to install vm with windows server 2025)

You can also hit Action --> Reset at the top menu and press the key quickly then. That worked for me.
