Top-quality Armorer shops in cities, and as loot. In Daggerfall City, there is Theodyn's General Smithy, and Vintage Smith. In both cases, the material gets better as your level increases. Also, be mindful of picking Forbidden Materials disadvantages. You can't wear armor whose material is forbidden to your class.
