The joke for the leap year is alot darker. If his girlfriend is 2 years old due to having a birthday fall on the 29th of February. It would mean in real life, she's only 8 years old. Because leap years happen every 4 years, so 2 leap years happen within 8 years. The dark joke is he's dating a minor either way.

He was referring to our precious black people not being treated the same, having the same rights as white people! ..
