No. these are likely dogs that are specially selected and trained to be service dogs. You are thinking of emotional support dogs who will only have to adapt to a single person's character. They can learn at any age and indeed be shelter dogs. Service dogs need to work with anyone and don't have a stable routine, so it takes months of training starting when they are only a few weeks old to ensure they will be able to remain calm under any circumstance, and a lot of puppies fail, so considering the training is extremely expensive, the pups are selectively bred to increase the likelyhood they will succeed. The $15K is someone's salary, working full time for around 6 months, minus the expenses such as vet fees and the cost of an actual puppy. As someone who has rescues, I would never put them through the stress of having to be the emotional support of several hundred strangers at any given time even if I know they are more than capable of being my own emotional support dogs and could easily pass those tests.

The $15K actually pays for the care of the mother dog for her entire life cuz she is also selected for being calmer than most dogs and hopefully passing that trait on to her pups, then the vet care of the puppy and the year of training, feeding and all. With all that considered, the price is more than resonable. For medical alert dogs, it sometimes goes up to $90K. Jesus would definitely approve a person getting a salary and a charity getting enough money to remain open.
