    Why am I thinking about water bottles all of a sudden? Oh, right! Because Seattle cops in riot gear were afraid of them so they had to barricade and desert their station, and then use tear gas and rubber bullets. Not. A. Threat. (except to their feelings)

    The police manufacture threats as they see fit. They do no knock raids on drug dealers. But when that guy tried to kidnap that little girl a few days ago they called him and told him to come out.

      I think no-knock provisions should only be allowed for unarmed execution of warrants (no weapons - maybe limited to pepper spray). That would really make law enforcement think twice about when to use those.

    When one major party relies a lot on provoking fear to sway voters, and the other side relies on it almost entirely, having a tool to separate rational and irrational fears sounds absolutely vital. Speaking as someone who deals with clinical anxiety every day, cleaning your mind of baseless worries doesn't just help you make more accurate decisions, it makes it easier for you to think in general.

      During the Soviet excursion into Afghanistan.
      The muhajadeen took out a few Hind D24 helicopters by suckering them into narrow step walled canyons and toss rocks the size of bowling balls into the rotor blades.
      One of the first ones delivered to the US was on display at Ft Irwin, CA in the 1980s.

    When I was first being taught armed self defense a couple decades ago, I was told that my mental assessment should not be “can I justify the shot” but “did I *have to* shoot,” and that would significantly increase my chances of staying out of trouble. Kinda seems like someone oughta tell some of these cops the same thing.

    Acceptance of risk seems an important factor too. Its a dangeous job. How acceptable should fear be in a dangerous job? These officers take an oath - to put their lives on the line to save those of others. That should include people in crisis, even if they have a weapon - save that life, priority # 1

    The CAF (Canadian Armed Forces) we are taught. Proximity/Capability/Intent. I now view much through this lense. My standing ROE is always present. But if I take action it must be only the minimum required to turn away the threat, with no escalation on my part.

    It’s a shame that “assessing risks” actually need to be explained. It’s as simple as just being human.

      A moral human. Morality goes out the window when one party sees every situation as us or me against them.
      I grew up in a rual farming community and didn't encounter a black person till Jr High. I wasn't taught generational racism and didn't feel one way or another, they were human like me despite my lack of melanin in my skin.
      Fast forward to Jr. College. There I enountered the 1970s version of inner city blacks with their own slang that out of necessity they taught and I learned like square for a cigarette minimal. Yes at times I felt a bit uneasy when surrounded by 10 or 15 but never reacted out of fear. Made a few friendly acquaintances. Even was on the edge of a racially tense encounter. A young black guy (not raised in the inner city or poor) was friends with a white kid. Well one day a kid from the inner city followed by a contingent of other black guys confronted this other guy who was with his white friend (a contingent of white guys quickly formed around the two) I don't really remember any specific verbage but it was this one inner-city dude being pissed that the other dude didn't hang with "his own kind" with the other's answer of I hang with who I want.
      The young black man and his white friend didn't go much of anywhere without at least a small group of 4 or 5 white guys for awhile after that.
      I've never really understood for a long time the why of all this us against them came about. I've paid attention though and learned but still despair at times.
      I count myself lucky that neither of my parents taught us any of that BS.
      Thats not to say my father didn't have a bit there but it was confined to B&W shouldn't mix. He only said that once. But I think he did kinda freak out when my sister bought some college friends to dinner once and one was a black guy.
      This was in the late 60s.

    I read a book in the 1980s called the house of God, referring to a Jewish Hospital in New York. One piece of advice that medical interns were getting was in the event of a code (heart attack), the first thing you need to do is check your own pulse. I suppose this could apply to any threat situation as well. Get a grip on your fear, then make an assessment after you’ve calm down sufficiently.

    Risk = PERCEIVED threat to that which we value. Trouble is, perception is wobbly. And i like how Beau put the assessment of threat.
    Also, RISK has three components, Event/Hazard + Catalyst --> Concomitant Result
    Sometimes, its possible to see this another way: Event+Leverage-->Opportunity for change. Depends how you look at it?

    Listen here Beau! My wife and me once sleped in a hotel. There was a stuffed dear head over the bed and it fall down on me in the middle of the nigth. Beside nearly triggering a heart attack it hurt pretty good. So I would say that telling people stuffed animaly aren't a threat shows a lack of experience on your side.
    And I do know that the actual issue was the idiot fixing it. But that is less funny so please roll with it.

    I like the idea of a formula to calculate threat. Mathematically I believe multiplication would be better than addition. Where 1 is a yes and no is a 0, therefore if zero appears in the string the answer would be zero (no), thusly if all answers are 1 the total is 1 (yes). 1x0x1=0
    It's just a thought.

    Beau, I think adding a 'moral' argument could be a good thing in 'cop culture', unless they use it wrong. But just adding it to the use of force could be very helpful. There are good ones who already do. And others who don't use it at all, on or off duty. Either way, it must be set as example, and still lead to accountability. 👍🥰✌🤎💫🎃

    That's why the whole "I was in fear for my life" saying that's accepted as the "no further action required" answer makes no sense. The threat must be rational not rationalized.
    DoD funding is often based on rationalizations and isn't always rational. The money person for the Department of the Army upset A LOT of people because she wanted applied, rational, agreed upon threats that this funding was going to specifically address and it couldn't be addressed another way with what you have on hand or with minor adaptation.
    That's my experience as a former Threat Manager.

    Hi Beau - very well said. The other side of the coin is that once the threat is realistically assessed, what is the proportional and appropriate use of force to be used in response, and have the authorities been given a variety of force options to choose from that allow for this type of gradation. If all you have is a hammer, everything looks like a nail and if all you have is a gun, everything looks like a target.

    Good video. Lets face it. The US police normally use this threat thing to excuse their behavior. So making this information widely spread may help to prevent them from getting away with it. But at least someone should mention in that context that assessing intent is pretty difficult even for well trained personal.

    I’m reminded of the coward from Texas, Joe Horn. He gunned down two men, despite the pleas from the 911 operator not to do so, who allegedly burglarized his neighbor’s house, while they were running from him. He claimed he was in fear of his life as he shot both of them in the back. He not only didn’t face charges but he was actually hailed as a hero.
    Afraid of two men running from him. With that precedent, every paranoid schizophrenic in existence is free to kill whomever they choose.

    I come back to you for not only good thinking, but your smooth delivery. I never though what you said would help me this much!!!! I have a neighbor who yells at me and calls me names for wearing a mask and believing that COVID is real, I know he owns a gun and obviously he knows where I live - next door. But honestly, I don't think he has any intent of hurting me physically - he just gets really mad about me even walking past him. I bow down my head and avoid getting too close. Sadly, I never even had to think about this in Finland.

    75% of my daily job is looking at the threat landscape and evaluating risk. Folks become very risk tolerant when mitigation means change or additional resources. The use of violence, as a tool of the state, carries little risk to the state, and is propped up by a sunk cost fallacy (eg. "we bought the APCs and 50 .cals so we have to use them"). Until the use of violence carries a greater risk then not using it, violence will always be the favored tactic.

    So, they aren't finishing the formula.
    Threat = Intent + Capability + Oppertunity
    Risk = Vulnerability + Threat - Mitigation
    This is used by insurance companies, cyber security, and any good risk management job.
