Its working on all characters. Just dont forget to save game and load when you come on location. Thats i repeat to everyone because people usualy dont read subtitles and comment to its not working. Cheers

That mean you get side mission, finish that mission and you will unlock the Dodo Sea Plane.

Tried the rail gun steps a few times now and the dinghy does not spawn
You have four spawn location, and how i mention in video if boat isn't there just walk away/drive and come back, one of the boat will be there.
