Have you ever tried lowering your tariffs? As from what I have seen by lowering it, it increases your citizens ability to buy cheap goods, thus stimulating your economy.

Can you recruit in Illinois yet? Historically Southern Illinois was sympathetic to,the Confederate cause. They could be useful as artillery units or fort garrisons. Onward to victory! Remember the Watie will be with you always.

Not able to yet, not enough support in state. Once I have the conscription act passed, that should change.
