This is a Gamecube game. Some people hacked the game to add new tracks to it. We're playing it on an emulator on PC so that we can play together online.

yes. The ISO itself is patched with the tracks. so using a wii running Nintendont or a gamecube with AR you can load the custom iso

it's random but there are cheat codes to let you pick characters

it's a Discord link, do you have Discord? but you need to have your own Mario Kar Double Dash file and know how to use hacks to play this.
