An amnesty deal by the Nigerian government for militants in the Niger Delta to reduce unrest in the oil-rich region came into effect in 2009.
President Umaru Yar'Adua had offered an unconditional pardon and cash payments to rebels who agreed to lay down their arms and assemble at screening centres over the next 60 days. The government targets up to 10,000 militants whose attacks in the six Niger Delta states had cost the country a third of its oil production.

So these guys are this reasonable. This video points to one thing, to give peace a chance the Govt has to initiate it.
Hence, it suggests that PMB can dialogue with IPOB and even address Banditry, Bokoharam, or insecurity in the land of he genuinely wants it to end.
I can agree with Dele Farotimi that PMB is no interested in giving Peace a chance as long as security is concerned
