The point regarding green card being more favorable for masters student is not true.
You don't need an H1B to apply for green card. As long as you have a willing employer (most big companies are) to sponsor green card, you can apply from green card while on OPT. But it's true that masters student have an advantage when it comes to H1B visa.
I was referring to green card through H1B. Other than that I agree about applying For GC during OPT.

I don’t think so. You cannot earn outside the college unless you are on cpt or opt on a full time job. and that also needs to be course related jobs.

Can i do part time jobs there
In total student can work 20 hrs. So, if you get 20 hrs of funding, you cannot work. If you get less than that then you can work to make it 20 hrs.
For example, if you get 10 hrs of funding you can work additional 10 hrs part time to make it 20.
