I know this video is old but around 4:16 where you cut out the second image. It keeps the back ground and car as a copy instead of just the car. How would I fix that?

Got you. When you've selected the part you want, right click on it and select "copy as a layer"

I think he just has everything from photoshop itself check in the brush tool and scroll down to see for shapes like clouds
