I have that problem with Bustard too, when I kill the driver of a Bustard, the rocket doesn't work! You also get the same when a Bustard flies low and you can get the driver out without killing! I know how to get that problem NOT, view my video's GANGSTAR VEGAS - How to get free Bustard Lvl. 1 PART 1, 2, 3 and 4. In PART 3/4 you see how to escape the Police at the Military Base but you really need luck there, sometimes it's easy, sometimes not
