I believe if you donate your CSR amount this fund , there is no scrutiny of your CSR funding. As such companies prefer donating it to this fund to avoid explanation of their CSR expenditure. If this has been continuing even now, the amount collected would be humongous.
Probably in one of the future mann ki bhat episode, we might get an explanation on how 140 crore people were and are still scammed. So we just have to wait.
