You need 7 stacks to FuA but that's not the limit. The limit is actually 10
It's also the same with many other units like March 7th or Jade who can have more stacks than the amount they actually need

any healer should work, it's just that HuoHuo gives ATK buffs and Energy and Lynx is able to give taunt value.
