So he can't swim as can humans unless they are an expert at this stuff, and sonic is..not an expert, im just speculating but i think the reason why he cant swim is because he never saw water in his life and it seems that when he made first contact with it, he drowned...and it happened again..and again..and AGAIN! So much that he was mentally traumatized forever and became afraid to swim, so he wears a life jacket to keep himself from having childhood flashbacks of his first contact and many times he drowned growing up and it also goes with that one sonic boom episode..eh? DR. MONKEY!!! I come bearing news! The solution has been found! Do the motions slowly and follow the Wii remotes gently and carefully. I've been playing the game recently, and I found it up on GameFAQs, AND IT WORKED! Now, this won't work every time but you will get the hang of it eventually.
