Blizzard has some way of device banning to the level that some guy purposefully hacked in Overwatch back in the day to get banned and despite using a different IP through VPN and such they still figured out it was him and banned his second account.
It's a hardware ban. The components in your computer have a id which when you accept terms of service you give them access to so if they deem what you did reprehensible enough to hardware ban you then they save that id onto a blacklist which prevents you from using that hardware for activision games. Microsoft has something similar for their windows license where you can only change hardware so often and when your license transfers are used up you have to buy a new license if you swap components again. Linus made a video about why he doesn't activate windows on his testbench where he explained this. Hope this helps
