I mean from my game it seems to be pretty easy even early game to get a bunch of money by just getting the beetle and BLASTING all the drag missions for a while... It's REALLY GOOD at drag to a funny degree. You get like 7000 for winning and usually another 7000 for the bets... And it takes not long at all since it's a short straight line... And you also get cards for winning each of which is an upgrade or material for more spins on other cars... So just spend a day just doing drag missions in the beetle and then you will have a maxed out beetle and a few hundred thousand spins for your cars you wanna actually play with.
From my experience your gonna want the beetle, and bel air maxed out first as both are insanely good cars for off-road and drag... Then just get a Lambo for the drift missions and whatever fast car you want for races and you should eventually get to the race mission that is the better money grind and do that for a while and then you will be able to buy any car you want and have all the spins you want for it...

Tldr:
Get the beetle, do the 7k drag mission, buy a car with lvl 1 stock cards, swap to that and go to tune up shop and spend your thousands on buying out all the lvl 1 cards for a cheap 10k each and swap them for spin tokens. Then buy whatever car you want and max it out as soon as you get it...
