    Perfect guide tbh. I’m no rookie to fallout 3 but I wanted a refresher because I just purchased it on steam for $7 and I wanted to relive it and also complete an old goal I never finished which was collect all the skills magazines then activate the perk that allows for double points every time you use a skills magazine.
    I had a ton of them and was almost ready to do it when I lost my saved data. Now will finally accomplish this feat.

    I'll take the liberty of updating this. It sets out very important points such as the significance of Intelligence, but with Broken Steel the level cap is 30 now and with it came a whole host of perks, and more.
    First off, at level 30 you can choose the perk Almost Perfect- raising every SPECIAL stat to 9. Due to this there are a few things to note. Do not take No Weaknesses at level 24 (26?) ever, which raises every point to 5. It's overshadowed entirely by AP. Also, take no SPECIAL bobble heads except for Intelligence (you set it to 9, right?). That way when you reach 30 and take AP, you can collect every SPECIAL bobble head for a perfect 10 in all 7 stats.
    Also, due to this perk, Intense Training is nigh-useless. Get Lady Killer/Black Widow at level 2, then IT at level 3, simply because all the other options suck. Put IT wherever you wish, but I'd put it in charisma, which should always be set to 1 due to its uselessness (you can just save before a conversation and try over and over and over to win the speech check, and sometimes you don't even need to pass the check). Once level 4 is reached, the available perks aren't terrible, so no longer is IT needed.
    A very useful tip- in the Operation Anchorage expansion, upon completing the simulation you gain the Power Armor Training perk, and access to the armory, which contains many useful items including the godly Winterized T-51b Power Armor. Winterized T-51b is unique because while not the strongest armor available (which would be the normal T-51b set or Enclave Hellfire power armor), it is the simulation version. Meaning it's the version you encounter when in the simulation, not the real-wasteland version intended for use. The sim version has a hitpoint count so high it almost doesn't degrade at all, and since you get Power Armor Training too it can easily carry you through the whole game. Also when I stated it wasn't the strongest, it's second place, still stronger than any other power armor aside from standard T-51b and Enclave Hellfire.
    Some tips he didn't mention due to it being for the early game I'll also list:
    Big Guns is the most useless skill as weapons classified as such are few and far in between, and likely never used by players, and if so, not used often.
    Charisma should be set to 1, just as Intelligence is set to 9. I'd spread these extra 5 points between the remaining skills but give a little bonus to Agility- Action Points are very useful as VATS is broken in FO3 especially with Grim Reaper's Sprint (level 20 perk, absolutely essential).
    Wasteland Survival Guide is an excellent quest that shows you many parts of the Wastes, gives you plenty of XP, and bestows a very handy perk upon you. Go for all the bonus objectives!
    Prioritize eating your food before using Stimpaks- rads aren't too much of a problem until you get over 400, and by that point you should have acquired plenty of RadAways.
    Save your caps to buy the My First Infirmary for your living space- it heals you to full health, maxes out all limbs, and flushes you completely of radiation. This lets you conserve even more stims and radaways.
    That's all I feel like saying for now, oh yeah also remember to upgrade Lockpick and Science whenever possible to maximize access. Nothing hurts like an expedition stopped short because of a Very Hard lock.

    If you missed it at the start there is a quest called "trouble on the homefront" that you can get by going near the vault and looking for an emergency radio coming from the vault, listen to it and you are given the quest, you can then enter the vault again to complete it.

      And if you fallowed this instruction and overpowered your character to the extreme, and still had fun... you also did it right!
      The only way you could have messed up your first character was, when you didn't have fun.

    I love it when you get a bonus game for purchasing a physical copy of the latest in the series. For example I got "Just Cause 2" for buying a physical copy of "Just Cause 3" and "Fallout 3" for buying "Fallout 4". I just love that shit man, two for one deal, and now I can make my perfect, godly character in fallout 3 as well.

    I recently picked up Fallout 3 again and finally finished it, and now I just stumbled upon your lovely guide. Really great work! The only thing i did wrong was not to get the int bobblehead right away, but I got all the stats I need to 100, so no loss there. ;)

    My advice is to get explosives and repair high quickly to do two quests in Megaton: defusing the bomb and repairing the pipes. This will open up the Megaton house and allow selling scrap metal to Walter. (Also, the Strength bobblehead is in Lucas Simms' house.)
    Another good thing for deciding on your other SPECIALs is to find out what the minimums are (usually 4 or 6) for perks you want to get later.
    Lastly, there are some good items for boosting stats: Shady Hat for perception and sneak, Lucky Shades for luck, Ranger armor for small guns and luck, Button's Wig for intelligence, etc.

    On my very first play-through, I enjoyed the use of Melee Weapons since it was nearly on a whole new level compared to other open-world games. By the mid of the game I collected large amounts of ammo of each kind. This is useful, but then again, I never knew about the Gary 23 exploit in the Operation Anchorage DLC. While some may consider this as "cheating", it adds a large amount of enjoyment to the game due to un-degradable weapons, armor, and mass amounts of ammo without Console Commands.
    In this glitch (which you can read about in the Fallout Wiki), you can take all items from the simulation with you to the Wasteland. To gain a very large amount of ammo, simply use the Ammo Resupply in the simulation to resupply your ammo, drop the ammo gotten, and keep repeating until you have a large amount on the ground. Here, you can pick it all up and can have a nearly unlimited supply. Sort of lengthy time-wise, but is very useful. In the simulation, you can also make an attempt to obtain very unique or rare items by pickpocketing or other methods, but this is for people who have no reason to do it than taking a challenge.
    Note that this may or may not be a reason to skip out on the Barter skill early in the game due to weapons that barely degrade and the large ammo amounts. In return, this exploit will most likely be of must use along with the Small Guns skill and the Repair Skill to improve the damaged weapons you find on enemies and allies in the simulation (or not, since you can go find Haley in Point Lookout and visit him multiple times in order for his repair skill to go to 100 due to the fact that he improves his own repair abilities every time you visit his shop after loading a Quicksave).
    I do not support the use of cheats/glitches, but I recommend it for those who like to have another play-through without going into the hassle of constantly buying and scavenging ammo. For those of you who also need a large amount of caps as well, simply take larger amounts of AR or Shotgun ammo and sell them to merchants in the Wasteland.

    This guide was amazing. Wish I knew about it years ago. lol Anyway, I only have one thing to say, which I always tell people who ask advice about this game: Strength is NOT necessary and should be lowered to 1 on character creation, unless you are purposely making an entirely melee character (both difficult and crazy). Spend the extra 4 points elsewhere, ideally, perception, luck or charisma. Also, for a more realistic and fun gameplay, and to allow for buffing tag skills even more at character creation, I suggest trying out low endurance (1-3) when building a character. This is not only a fun way of creating challenge and realism, but it allows for even stronger tag stats. Perhaps the funnest, most practical, most realistic build (in my opinion), is to set SPECIAL stats as follows:
    STR: 1
    PER: 8
    END: 1
    CHR: 8
    INT: 8
    AGL: 8
    LCK: 6
    The first chance you get, use intense training to set luck to 7. Luck works best at odd numbers (read the guide, luck is fractional) and there is no need to go above 8 on any skills because of the Broken Steel DLC and the "near perfect" perk, the bubbleheads, and the STR/PER buffs from quests. This build literally makes you the strongest you can possibly be early game. Don't grab SPECIAL bubbleheads until you grab the "Almost Perfect" perk though, unless you are opting out of that perk, in which case grab the bobbles immediately and change LCK to 5 and add one to INT.

      At first thought this was ridiculous, but after some thought it wasn’t too bad, but still a few problems
      Due to low endurance and strength, no Strong back or toughness perks. These are both rather nice perks I’d rather not go without
      Low starting health
      Way too high charisma. This could be a nice build if you just toned down charisma for endurance or something.
      Low luck. I think it is high enough to get all related perks, but you still will have 4% less crit chance until you get to level 30 and at that point the game is over anyway.

    New players should keep in mind that the level cap was only 20 back then so you don't need to have intelligence as high now. I like having it at 7

      It's still useful because you can cap at least 2 or 3 more skills than if you didn't take it. Plus with almost perfect at 30 you're pretty much a God after you get all the bobble heads. But I agree it's not as powerful as it was when the cap was 20.

      S - 9
      P - 1 (you can rise it to 2 with the grayditch quest), all in all you won't need that high perception.
      E - 9
      C - 1 (a bit less caps in early game, but since you have more carry weight it evens it out)
      I - 9
      A - 2 (rise it to 4 with intense training)
      L - 9
      It might seem dramatic but it's my favorite.

    Actually, the best course of action is to go into Megaton, talk to Moira about her book. The first chapter includes a section for gaining a buttload of radiation. You can do that by swimming the Patomic River down to Rivet City to get the INT bobblehead (and better supply shops than Craterside). Not to mention you can stop at some places to set map markers for future fast traveling. You will encounter the least amount of enemies that way as well. I've taken the southern route mentioned in this video to travel to Arlington Library. There is no shortage of enemies that will stop your progress and a level 2 will with only a 10mm pistol and minimum stimpacks likely get destroyed easily.

    People probably already know this but put some points into explosives before you go to megaton if your doing a more good character so you can disarm the bomb and with some speech skill you can get caps out of it and get a house

    Dude, I messed up hard first time I ever played... I was like, well I doubt I'll ever really use big guns so there's no need to be prepared. Then I stumbled my dumbass into DC and learned real quick what a Super Mutant was! lmao. I pulled out my FatBoy and couldn't hit the giant target running towards me. Granted I was hiding shitless behind my couch hahah... but STILL! Whenever I run into a super mutant I sacrifice someone.... unless it's Dogmeat.. :D

    I haven't tried this because with Broken Steel installed the level max is 30. Something I did try instead was going for Operation Anchorage at level 2. I was level 6 at the end, with both the Winterized T-51b Power Armor and the Chinese Stealth Suit to choose from, ready to begin the Wasteland Survival Guide. Did minefield in full stealth, leaving Arkansas alive in case I want to collar him for Paradise Falls later. And on the way I picked up Dogmeat and the Alien Blaster, so the Behemoth at GNR Plaza should be a breeze at level 10.

    I still play Fallout 3 and New Vegas today and i can't understand why i never get bored while playing the game, feel like every dungeon, quest and every single time i walk around makes me have the feel like i have never done it before. I could see the effort and love put in the game by it's producers. The feeling is the same from back when i was 14 and played this masterpiece fresh bought after watching a trailer on a review channel, even trought i really tought that the game was "odd" and too gloomy and dark at first i decided to buy, after playing it for hours i could understand and love the Fallout franchiese, and learned many usefull things from the game. Now, almost 5 years later this is still one of my favorite title. It's a shame what Fallout had became with Fallout 76, a game that could clearly have a true potential in making a multiplayer experience in the Fallout Universe, but they were too effortless, greedy and put no love in their work, only cared about the grind. They should go back to their old titles and learn how to make good games once again.

    Swimming to Rivet City is a lot easier. You'll pick up some radiation, but you can then fast-travel back to Megaton and have Moira cure all your radiation as part of the Wasteland Survival Guide quests.

      I just reloaded this game and slapped in about 300 mods (mainly to fix bugs, make it look better and add more locations for giggles. Dug out my old spreadsheets to do this. If you plan to use comprehension and collect all the skill books, your Int can be as low as 4. I run mine at 6 just for different perks.

    Almost 15 years later, I finally choose to continue with Fallout series by playing Fallout 3.
    I didn't know that there are only 20 levels, and I'm now around level 8-9, and my character is pretty gimped xD
    I guess I'll just start over =)

    good guide, BUUUT what i like to do is lower my skills i know i wont be using, and boost the ones i know i will. Ive been play for a long time on fallout and i just made a melee dude (recommended only for ex. players) and i lowered my agility to 1, and my charisma to 1, only because i know i wont be using either and it gives me more to put in strength and endurance (after my intelligence is up to 9). also, i enjoy not using stem packs or rad away, and only actually eating the food you scavenge for, finding water fountains, and only sleeping in beds i find, unless missions i do lead me naturally to megaton (or tenpenny tower). also, i havent been repairing any weapons, when it degrades, i go an explore until i find another melee weapon, and ill stick with that one no matter what it is to make the game alot more challenging and fun, at least to me.

      Also being a melee character can get you rich quick as you would just sell all weapons and ammo you find. I disagree with you about repair though. It is very beneficial to increase it as it keeps your equipment in good condition and helps the equipment you sell for more caps.

    After playing this game many years later, I thought I would be bored with all the walking and looting. Turns out, it's still as fun as it used to be! I'm playing just on EASY, and it's kinda hard! VERY fun to play stealthy sometimes for the one shots. Can't help myself to check every trash and desk and filing cabinet either way. I almost have enough missles to break my missle launcher ;)

    This is pretty much for begginers. Fallout 3 is to actually make the character work. If you want to make a medicine/explosive character or unarmed/repair/Sneak etc. There are enough resources to make the character you want to make and enough directions and landmarks that require you to have certain skills(all of them included). There is no perfect character. Just learn to make the character that is interesting to you and find a way to make him work .

    So wait if luck raises your skill on .5 scale why don't you want to use it? Is it one of those thing where you either wanna use intelligence or luck but not both cause they cancel each other out in a sense?

      intelligence offers about twice as many skill points at level 20 than luck. like strife said at level 20 with 5 intel and the educated perk you can an additional 137 extra skill points but with 4 luck and the educated perk you only gain about 76 extra skill points and with about 40 of those points distributed to 9 perks they shouldn't be on. 5 intel makes you a Demi-god, 4 luck makes you a jack-of-all-trades(aka decent at everything).

    Damn this video was made 15 years ago, close to 16 (about 3 months+ to December 3rd). I envy you guys to have known a lot about this game a decade ago. I only got the chance (finally) to finish this game this year. I've played it before about 30 hours but never completed it.     Nice vid but a bit dated. This doesn't include Broken Steel, which increases the level cap to 30, or Operation Anchorage's early high-end weapons and Chinese stealth armor.

    Fallout 3 is an amazing game but the fatal flaw I've been dealing with that it sometimes has serious frame rate issues.

      Joseph Page Yea. But the mods and ini tweaks help quite a bit.

      Nah, it's a poor game engine. Sometimes even beast PCs have problems with engines like this one. That's why there are performance tweaks, anti-stutter mods, and anti-crash mods for it.

      Joseph Page Yep, that is why. You have a max of 30 fps while it can drop lower, causing it to become a chore to play. Gamebryo is also a piece of shit, so even on PC's, it will still lag.

      MCOlangotang I believe lagging only occurs when playing online although I get what you're saying. The word you're looking for is frame rate issues.

    We can't forget that there is a perk that allows you to repair items using items of the same general type such as clothing or weapons based off the type of ammo needed.

    If you do the math you actually should take the perk that gives to double SP when reading a book then you only need to hit 50 on all skills and just find the books the rest of the way to 100.

      @@yourfriendlyneighbourhoodl6206 there are books that increase a specific skill by 1 point. Selecting the "Comprehension" perk, will allow you to gain 2 points from reading, instead of 1. 😀

      25 books for each skill x "comprehension" = 50.

    I replayed fallout 3 using his method of increasing INT from the beginning and it really worked out great. By the time I was level 14, my character was great.

    15 years dang
